When you first open a new document and look at the setup menus, you may notice measurements that look like “0p0”’ -- "0p0 stands for zero pica's and zero pica points.
The online help for "measurement units" answers your question: http://indesignsecrets.com/change-measurement-systems-on-the-fly.php
To change your default units:
Close all open documents.
Open InDesign Preferences
Go to Units & Increments
Set Horizontal and Vertical Ruler Units to desired option (such as Inches)
Click OK

- Height – 9 in.
- Number of columns – 2
- Margins – 0
- Bleed - .125 (standard size for a bleed)

To change these settings later:

To Print:

- Orientation – Landscape
- Scale – 100% x 100% (not “scale to fit”)
